Who administers wedding vow renewals?
In England vow renewals are done by registars , local government officials.
The service has no legal authority.
Who would you expect to be the person you would need to renew your vows in Italy.
A priest , a local official or a person not connected with the previous two?

It could be any of those three, depending on your preference and the church you choose. Each church has their own rules and regulations that dictate. Many
churches require that you become a member of that particular church in order
to conduct any type of service within the church. Having said that, some
churches will rent you there premises for a fee---without having to become a
member. For example, Unitarian Universalist Churches are quite open to all
people.
