Who officiates at a vow renewal?

When renewing wedding vows is it mandatory to have someone from a church or temple officiate?

As vow renewals have no legal requirement, NO. You may do it yourselves or have a friend perform the service. If a friend performs the service, you could guide him. Having said that, vow renewals are typically performed by clergy and civil officiants.
