remarriage when divorce was not final

What is the status of a person who at the time of a second wedding did not have a final divorce standing from a first marriage. The location of this incident is British Columbia Canada?

I believe that would be bigamist but you should check with your country of Canada since we are in the US. But since there was a divorce in the works it may be that the second marriage was simply invalid due to the divorce not being final. Again, I would check with your local authorities.
