I want to make sure that I understand that for a renewal, we should just invite those closest to us? We've made many friends over the years because of moving often. We don't get to see each other as often as we would like, even though we do keep in touch. Should we or should we not invite them? And if we shouldn't, then what can we send to let them know of our vow renewal so they can share that joy with us?

You can invite anyone you wish. This just shouldn't appear as a wedding or be the huge lavish affair a wedding would be. This is more of an anniversary type event. So, invite your friends.
There is no announcement for a vow renewal. It would be like sending out announcements for an anniversary. People may think that you are asking them for a gift, even though this is not a gift giving event. So, it is best not to announce it.
