I'm thinking about going to the court house to get married. From reading all the postings I guess I will be doing a vow renewal if i want to have a wedding on the beach next year. Since we will be legally married, and not doing a religious cermony, do I have to pay an officiant to renew my vows or can I get a good friend to do it?

An officiant is not necessary for a vow renewal. In fact, since this is not a legal ceremony, you will not need anyone to conduct the ceremony. You and your spouse can simply write and exchange the vows of your choice. Of course, you certainly can ask a friend if you like.
